Yes. A visa will not guarantee your entry to the country however. It simply allows you to go to the port of entry. From there you will be checked to see if you have the basic requirements to enter the country. It would be best to check to make sure you have everything required to enter the country. yes if a person from other country travels to south africa should have visa with him... if he is citizen of south africa then there is no need for the person to get visa for travelling there..
